Ex Arsenale - Pavia
Located in the southern part of Pavia, the former Arsenal site is a historically significant area that blends architectural heritage with natural elements, including a small canal known as “Navigliaccio”. The site is undergoing a major urban regeneration effort aimed at transforming it into a new hub for State Administrations.

A defining feature of the project is the dialogue between historic and contemporary architecture. The design approach respects and enhances the identity of the existing industrial structures through conservative restoration, while introducing new buildings carefully integrated into the site, both in scale and materiality, creating a balanced contrast that highlights the value of the old through the presence of the new. This interplay between past and present generates a layered urban landscape where memory and innovation coexist, offering a renewed sense of place and identity for the city.
The project strengthens the relationship between the former Arsenal site and the existing Ticino Park, a protected natural area of regional and European importance. Located along the park’s cycling and walking routes, the site becomes a new point of access and interaction between the city and the river landscape.
